IMT (Municipal Tax on Onerous Property Transfers) is a tax paid when purchasing a property in Portugal. It applies to the transfer of ownership rights, and its value depends on the property's price, the applicable rate, location, and the purpose of the purchase.
IMT applies at the time of the deed of the real estate transaction, meaning when the property's ownership changes hands. It is at this point that you must pay the IMT and also the stamp duty related to the acquisition.
IMT is based on the higher value between the acquisition value (the deed price) and the Property Taxable Value (VPT) of the property. The corresponding rate is applied to this higher value.
VPT (Property Taxable Value) is the fiscal value of a property assigned by the Tax Authority, used as a basis for calculating taxes like IMI and IMT. It generally differs from the market value and is calculated based on the property's area, location, and age.The VPT serves as a reference for two taxes: IMI (Municipal Property Tax), whose annual rate, paid to the municipal council, is based on the VPT; and IMT, which at the time of purchase is calculated based on the higher value between the deed price and the VPT.
IMT rates range from 1% to 10%, depending on the property's value, its location (Mainland or Autonomous Regions), the purpose of the purchase, and the type of property. The higher the property's value, the higher the applicable rate, with the highest rates reserved for specific purposes, such as acquisitions under tax haven regimes.
In addition to IMT, stamp duty is also paid when purchasing a house. The State charges 0.8% on the property's value. For example, on a house worth 200,000 euros, the stamp duty amounts to 1,600 euros.

The abatement amount is a “discount” applied in the IMT calculation.Imagine buying a house on the Mainland for 200,000 euros. The applicable rate is 7%, which would correspond to 14,000 euros. There are two main situations that can lead to IMT exemption: one related to the property's value (lower-value properties intended for primary residence) and another related to the buyer's age (the IMT Young benefit, for the purchase of the first primary residence).
A property intended for primary residence can be exempt from IMT if its value (deed or VPT) does not exceed 106,346 euros on the Mainland, or 132,933 euros in the Autonomous Region of Madeira or the Azores. There is also an exemption for the first acquisition of an urban building or fraction intended exclusively for primary residence up to 330,539 euros, provided it is classified as controlled-cost housing.
Since 2024, young people aged 35 or under can benefit from the IMT and stamp duty exemption when purchasing their first primary residence, provided they meet the requirements.On the Mainland, the full exemption covers properties with a transaction value up to 330,539 euros. Between 330,539 and 660,982 euros, there is a partial exemption, with a discount on the IMT value. Above 660,982 euros, the benefit ceases, and the full IMT and stamp duty are payable.In the Autonomous Regions, the limits are higher: full exemption up to 413,173.75 euros and partial exemption between 413,173.75 and 826,228 euros. Above this last value, the benefit ceases.
To benefit from the IMT and stamp duty exemption, the buyer must not: be over 35 years old; be considered a dependent for IRS purposes; own a residence or a share of a residence; nor have owned a residence, or a share, in the last three years. The property must be intended for the first primary residence.
When a house is purchased in co-ownership and only one of the buyers is eligible for the IMT Young benefit, the tax is divided according to each person's ownership percentage. The part corresponding to the young buyer benefits from the exemption (total or partial), and the part of the non-eligible buyer pays the standard rates. The same distribution criterion applies to stamp duty.
The property's purpose affects the applicable rates and benefits. Primary residence has more favorable tables and is the only one that grants access to the IMT Young exemption. Secondary residences have smaller abatement amounts, resulting in higher IMT. The value brackets and exemption limits differ between the Mainland and the Autonomous Regions (Madeira and Azores). In the Autonomous Regions, the limits are higher. For example, the primary residence exemption applies up to 106,346 euros on the Mainland and up to 132,933 euros in the Autonomous Regions.
The IMT must be paid on the day of the deed itself, before the property transfer is finalized, or on the next business day. If the contract is signed abroad, payment can be made in the following month. Stamp duty is paid at the same time.
